Abstract

Indonesia is one of the countries with the highest logistics costs in ASEAN. In recent years, logistics performance has shown no improvement. The Directorate General of Customs and Excise runs a program called the National Logistic Ecosystem (NLE) which is directly supervised by the Ministry of Finance. This is an effort from the government to improve national logistics performance, increase investment, and improve the competitiveness of the national economy. The purpose of this research is to analyze the implementation and impact of the NLE program. This study employs a qualitative method with a descriptive approach. It analyzes the impact of the National Logistic Ecosystem (NLE) program on investment climate performance, national economic competitiveness, and the Logistics Performance Index (LPI) in Indonesia. Utilizing a theoretical framework that includes the Van Meter and Van Horn theory, this research investigates how the NLE is designed, planned, and implemented. Furthermore, the study also considers the roles of various actors and organizations in NLE implementation, as well as the impact of organizational changes within the national logistics ecosystem. The results of the study provide profound insights into the role of NLE in optimizing the national logistics system, with a focus on improving the investment climate, enhancing national economic competitiveness, and elevating the LPI.
