Developing a Documentation Management System (DMS) at the Road Transport Department (JPJ) Malaysia: System Planning, Analysis, and Design Approach at JPJ Negeri Perak

Abstract


This study designs and develops a documentation management system (DMS) at JPJ Negeri Perak, called e-Doc @ JPJ Perak, aimed at improving efficiency and accessibility in record handling of the existing physical filing systems. Based on the 7-phase System Development Life Cycle (SDLC model) and ISO 15489 and ISO 30301, ISO/IEC 27001, and usability principles from Nielsen and DCMI metadata standards, a structured interview was conducted with five experts representing key operational roles. The study has identified the main weaknesses of the existing manual system and proposes an improved model. The finding has also shown that the manual system causes delays and dependency on specific staff. The proposed e-Doc @ JPJ Perak emphasizes user-friendliness, secure access, and free-fast retrieval, aligning with Malaysia’s Public Sector Digitalization Strategic Plan 2021–2025, especially at the JPJ documentation section.
